We will replace Bill C-69 with a new process that sets clear expectations and timelines for environmental reviews. This will secure and maintain investment in Canada's energy sector as we restore confidence and certainty.

Further, we will reduce politicization of the review process and make sure that all designated projects undergo a rigorous consultation process. Foreign funded groups will be banned from using the approvals process to blog energy projects that are in our national interest. This new process will adhere to world-class environmental standards.

A new Conservative government will work collaboratively with provinces, territories, industry, and Indigenous groups.

Threats from climate change

Waste & pollution

Conservative's promise

Environment

Larry Maguire's promise

We recognize that climate change is a global problem and must have a global solution. Any politician who downplays this aspect is being disingenuous and ignoring reality.

To reduce harmful emissions, we will:

Make Canada a leader of green technology that we can sell around the world to lower emissions

Inspire green entrepreneurs and the development of green technology by creating a Green Patent Credit (incentivize the green-technology sector to do research and development as well as commercialization here in Canada)

Export green technologies to the world to lower global emissions reduction. For example, with close to 3,000 coal plants, if China fitted even just the top 100 plants with carbon capture and storage, they could eliminate more than 300 Mt of CO2e per year – nearly half of what Canada’s entire economy produces

Expand Export Development Canada (EDC) programs to issue more green bonds that provide financing for the development of emissions-reducing technologies

Launch the ‘Canadian Clean’ brand for Canadian products that are the cleanest in the world

Promote Liquid Natural Gas (LNG) to replace dirtier foreign energy sources, as liquefied natural gas, is a cleaner source of reliable energy than coal

Transition marine shipping fleets from burning heavy bunker fuel to clean burning LNG and support the creation of new LNG bunkering facilities at the port of Vancouver that would not only make it more attractive to shippers but would also grow the economy and reduce overall global emissions

Under the Liberal carbon tax, the vast majority of taxes being collected are from families and not the large emitters. This is why we will require Canadian companies to lead by example and invest in emissions-reducing technology if they fall short of our emissions standards.

We are committed to protect against carbon leakage (generally defined as the leaking or transfer of emissions from one country to another caused by carbon policy difference).

We will make sure that companies will be required to reduce their emissions to those limits. Those that emit more than is allowed under the Green Investment Standards will be required to invest in research, development, and adoption of emissions-reducing technology related to their industry

Introduce a Green Public Transit Tax Credit to reduce the cost of public transit

Conservative's promise

Work with stakeholders to develop a National Autism Strategy; Invest $50 million over five years to develop a comprehensive strategy in consultation with autistic individuals, autism organizations, governments, and Indigenous communities.

This new Act will reduce the number of hours spent per week on life-sustaining therapy needed to qualify for the credit from 14 to 10. It will also expand the definition of what counts as life-sustaining therapy to include determining dosages of medical food and activities related to determining dosages of medication, including dietary or exercise regimes. This would allow 35,000 more Canadians with disabilities the potential to access savings of an average of $2,100 a year.

Housing supply

Larry Maguire's promise

When it comes to housing, we can’t just talk about demand-sized solutions. We have to talk about finding new ways to get more supply on the market. We will work with provinces and municipalities to reduce regulatory barriers so more homes can come on the market at lower prices.

Fix the mortgage stress test to ensure that first-time homebuyers aren’t unnecessarily prevented from accessing mortgages and work with OFSI to remove the stress test from mortgage renewals to give homeowners more options.

Increase amortization periods on insured mortgages to 30 years for first-time homebuyers to lower monthly payments.

Illicit Drugs & Overdoses

Opioid crisis

Conservative's promise

Revise the Canadian drugs and substance strategy to focus on helping Canadians recover from addiction.

Immigration, Refugees, & Borders

Economic immigration

Conservative's promise

Increase the number of points awarded for a job offer under the Express Entry Program; Match international students finished university with jobs; Provide new economic immigrants info about opportunities outside of urban centres; Rework the Temporary Foreign Workers Program.

To reduce duplication and ease the application process, we will create a trusted employer system so that companies do not have to constantly re-apply to the program. We will establish clear standards and timelines for Labour Market Impact Assessment processes and revise the zoning regions to make sure rural areas and tourism hotspots are not lumped into large geographic areas with urban hubs.

To ensure that those who enter Canada as low-skilled workers, as justified by concrete labour market data, are treated fairly, we will establish a path to permanence by allowing employers to sponsor applications for permanent residency. Immigration is good for the economy, good for jobs, and good for people who have chosen to come to Canada.

We will continue to monitor the Temporary Foreign Workers Program to ensure that it is achieving its intended results: supporting Canadian businesses with genuine labour needs, while also ensuring that Canadians get the first crack at jobs in our country.

From Andrew Scheer's Plan for You to Get Ahead, retrieved 2019-10-11.

Refugees

Conservative's promise

Remove the cap on privately sponsored refugees; Ensure departmental resources are sufficiently focused on privately sponsored refugees; Prioritize genocide survivors, LGBTQ+ refugees, and internally displaced people in the Government-Assisted Refugees program.

Immigration

Larry Maguire's promise

We will restore fairness, order, and compassion to the immigration system. From the very first Indigenous peoples, to each wave of new arrivals that have come to Canada, to hopeful newcomers that are arriving even today, all are part of our shared story.

To restore Canadian’s trust in the immigration system and to have better outcomes for newcomers, we will:

Set immigration levels consistent with what is in Canada’s best interests. The number will reflect what Canada needs and, just as importantly, who needs Canada

Safeguard and emphasize economic immigration

Stand up for families and ensure that spouses and children can be reunited

Improve language training to ensure greater proficiency in English or French and newcomers’ ability to succeed economically and socially

Ensure that our system prioritizes people facing true persecution – focus government sponsorship on the victims of the four atrocity crimes – and restore integrity to our system by supporting the consistent application of fair rules

Improve credential recognition and make it easier for new Canadians who have existing skills that meet our standards to apply their trades here

Allow those who enter Canada as low-skilled workers a permanent path to residency, making sure wages are fair and worker abuse is prevented

Reunite survivors of genocide who have already resettled in Canada more expeditiously

Work to put an end to border crossings at unofficial points of entry, like Roxham Road, by closing the loophole in the Safe-Third Country Agreement

Promote private sponsorships of refugees as nothing can compare with the love and compassion that churches, individuals or service clubs offer to refugees

To reduce crime in Westman and to make our streets safer, we will:

Provide new funding to fight gangs and cost-share new anti-gang law enforcement initiatives with provinces

Ensure there is better information sharing to solve gun crimes. As of right now, police agencies in Canada operate under a patchwork of rules and procedures when it comes to tracking information on guns used in crime

Give more support to keep young people from joining gangs and stop them from joining gangs in the first place

Make prison time meaningful and conduct an audit of all correctional services programs to make sure inmates are ready to rejoin society upon their release

Create a Canada Border Services Agency Firearms Smuggling Task Force that will oversee an increase of frontline officers, deployment of new technology, and further use of criminal intelligence

To ensure that we can rebuild and maintain our important fish stocks, we will ensure that recovery plans are completed for all of Canada's critical fisheries. These plans will include strategies for responsibly managing predators and invasive species, like fish harvesters in Newfoundland and Labrador and other regions have been asking for.

To recover our critical stocks and support this important task, a new Conservative government will make critical stock recovery a strategic focus for scientific research conducted by the Department of Fisheries and Oceans.

To guarantee that local voices are heard, we will ensure that the process for creating Marine Protected Areas (MPA) does not ignore the concerns of coastal communities. {{{toMarkdown}}}...{{{toMarkdown}}} We will implement a process that is reasonable and timely but respectful of communities. Biography

submitted by the candidate or their team
Larry Maguire was first elected as the Member of Parliament for the federal riding of Brandon-Souris on November 25, 2013, and re-elected by over half of all votes cast on October 19, 2015.

Early Life

Larry was born in Souris, Manitoba. Raised by Merle and Fern Maguire, he grew up on the farm and learned the value of hard work.

When something needed to be fixed he rolled up his sleeves and fixed it.

When something needed to get done he didn’t talk about it, he just got it done.

It’s not rocket science; it’s just a can-do ‎attitude that was instilled in Larry at a young age.

It’s those same values and principles that he now applies in representing you in the House of Commons.

Larry has always called Westman home. He went to high school in Elgin and Hartney before graduating with a Diploma in Agriculture from the University of Manitoba. He farmed at Elgin until 2002, has lived in Virden, and now makes Brandon his home.

Larry has two wonderful children and seven grandchildren.

Always involved in community activities, Larry expanded these efforts to many organizations.

Larry has been:

President of the Western Canadian Wheat Growers from 1995-1999,

Twice elected to the Canadian Wheat Board Advisory Committee (1987-94),

Served two terms on Winnipeg Commodity Exchange as Manitoba’s Public Governor,

Executive Member of the Canada Grains Council,

Member of the Keystone Agriculture Producers, while actively helping with many other associations.

The University Of Manitoba Faculty Of Agriculture recognized Larry with a “Certificate of Merit” for outstanding contributions to the agricultural industry and the public at large.

Called to Serve

First elected as a Progressive Conservative member in 1999, voters returned Larry to the Manitoba Legislature in 2003, 2007 and 2011.

While an MLA, Larry served as the critic for Conservation and Water Stewardship; with previous responsibilities for Climate Change; Green Initiatives; Infrastructure and Transportation, Inland Port, Finance, Environment, Intergovernmental Affairs (Rural) and as Deputy Leader in 2006.

Member of Parliament for Brandon –Souris

Following the resignation of the former MP for Brandon-Souris, in a by-election on November 25, 2013, the voters of Brandon-Souris chose Larry as their new Member of Parliament, and was re-elected in 2015.

The job of an MP is often described as being the voice of their constituents in Ottawa. Larry believes that is an important part of the job, but just as important is the role an elected official can play right in their own constituency.

Larry strongly believes that we must do everything that we can to pass down a stronger Canada than we inherited.

He has voted to approve funding to fix Westman’s aging infrastructure. He was proud to be part of a Conservative Government that tripled infrastructure funding for Manitoba and increased the health transfers by 57% during its term in office.

In September 2018, Larry was appointed as Deputy Shadow Cabinet Minister for Immigration, Refugees, and Citizenship for the Conservative Caucus.

Throughout his tenure in the House of Commons, he has always stood up for balanced budgets and the importance of spending within our means. He has been tapped to sit on important Standing Committees, such as Agriculture, Human Resources, and Public Safety. He has provided a leadership role on Assiniboine River Basin issues and the necessity to continue to open new markets for Westman farmers and livestock producers.

Larry is focused on working with provincial, municipal, business and community leaders to continue building on the economic growth our region is experiencing, to find ways to make sure fewer of our friends and neighbours are left behind, and to do all we can to make sure we retain our young people and attract new workers and their families from right across our country and around the world.
