Businesses & Jobs
Government Procurement
OneCity promises
"A Good Jobs Procurement Standard – Vancouver tax dollars are currently going to whoever bids lowest: contractors cutting corners on wages, safety, and training, with the costs landing on residents relying on hollowed out services. Cheap contracts often hide expensive problems: contract-management costs, lost institutional knowledge, and weaker accountability. OneCity will reward fair wages, responsible contractors, apprenticeships, safety, and local and inclusive hiring – not just the lowest upfront price."
— OneCity's Local Economic Action Plan, 2026-08-17

"Buy Vancouver, Build Resilience – In a time of economic uncertainty and trade disruption, Vancouver needs to build resiliency, and resiliency starts at home. OneCity will establish a three year procurement pilot - Buy Vancouver - which will ensure that City tax dollars prioritize buying goods and services in Vancouver, and supporting business and good jobs across British Columbia and Canada. Buy Vancouver will drive local business growth, and build resiliency by integrating the Canadian supply chain and redirecting away from dependence on foreign multinationals."

Jobs for young people
OneCity promise
"Creating First Good Jobs for Vancouverites. Youth unemployment in Canada is at 14.3%, and Vancouver is among the most expensive cities to start a career. OneCity will launch Youth Jobs Vancouver, creating up to 375 youth-only positions a year at a living wage and give young people a chance to have a first good job that will give them the foundation for dignified future work."
— OneCity's Labour Day Manifesto, 2026-09-07
"Give Young People Their First Good Job – OneCity will create a good-paying youth-only job program so young people can get their foot in the door, get meaningful experience, and launch careers that will allow them to stay in Vancouver long-term."

Small Businesses
OneCity promises
"Modernized home-based business rules – legal pathways for residents to run low-impact businesses from home, supporting caregivers, newcomers, disabled residents, artists, and freelancers who can't afford expensive commercial rent."
— OneCity Good Business Starts at Home Plan, 2026-08-12
"An Entrepreneur Liaison Office – Right now, Vancouverites who want to start or grow their business too often feel like the City is tying their shoelaces before they even leave the starting blocks. Entrepreneurs need a straightforward way to meet reasonable regulatory requirements and access programs, so they can build their dreams. OneCity will establish an Entrepreneur Liaison Office with dedicated staff who actively help entrepreneurs and small and medium businesses looking to start, relocate, or expand in Vancouver to navigate permits, licensing, and funding across every level of government – not just City Hall."
— OneCity's Local Economy Action Plan, 2026-08-17
"A New One-Stop Small Business Shop – We'll build a one-stop-shop for entrepreneurs to meet regulatory requirements and access programs, so they can follow their dreams."

"Small Business & Community Micro Grants – Vancouverites have dreams, drive and ambition. Too often, what they lack is the seed capital to get started. Vancouver currently lacks any citywide direct-to-business micro-grant system that would close that gap. OneCity will create a tiered micro-grant system that will help start, scale, and secure built-in-Vancouver businesses, administered by a non-partisan committee of business, labour, and community representatives so that the impact supports real opportunities for Vancouverites."

Energy-Efficient Buildings
OneCity promises
"Under the City's current 2026 fee schedule, replacing a gas appliance with another gas appliance costs as little as $67 in permit fees, while switching to a low-carbon, efficient heat pump costs roughly $767 once mechanical and electrical permits are combined. OneCity will introduce a flat, low-cost, and streamlined heat pump permitting pathway for homeowners so choosing clean energy never costs more than sticking with gas."
— OneCity Built to Last Plan, 2026-08-07
"The City will directly install cooling, air filtration, and heat pumps in the homes of Vancouver's highest-risk residents, rather than relying on cooling centres and onerous rebate paperwork. A OneCity progressive government will address the roughly 500 high-risk homes at an estimated gross cost of $4 to $7.5 million, with net City costs reduced by stacking BC Hydro, provincial, federal, and non-profit funding."

Prioritize safe routes to schools, parks, and daily needs"
— OneCity's Connect Vancouver Plan, 2026-09-13
"Explore public ownership of Mobi, Vancouver's bike share system, to protect it from the financial instability currently threatening its future
Mobi is currently under real financial strain, facing an aging fleet, mounting competition, and end-of-life equipment costs it may not be able to cover. OneCity believes a system that so many Vancouverites rely on for getting to work, school, and transit shouldn't be left to fail or be quietly sold off – it should be protected as public infrastructure."
— OneCity's Connect Vancouver Plan, 2026-09-13
"Saving Mobi – Mobi’s future is precarious. We’ll look at options to save Mobi and have it belong to Vancouverites, so we can expand it to more neighbourhoods – like South Vancouver – and make it accessible for more riders."

— OneCity's Make Waterhogs Pay Plan, 2026-08-28
"Making Waterhogs Pay – Introduce water meters to lower utility costs for average Vancouverites and make big users of water, like mansion owners, pay their fair share."
— OneCity's A Plan to Fix the Budget & Make Your Vote Matter, 2026-09-29
"Introducing changes to storm water fees – Right now, property taxes pay for storm and sewer infrastructure. That’s unfair. We will introduce a fair storm sewer fee based on the size of your lot, so condo owners and renters will pay less, not more. Property taxes that used to go to storm infrastructure will go to our parks and community centres instead."

"Turn Kingsgate into a Community Hub – Kingsgate Mall is on some of the most valuable land in the province. But it has sat aging and underutilized for years as homes, good jobs, and transit are built around it. We can dream big and re-imagine how Kingsgate can be the heart of the city.
The OneCity School Board Team will keep the Kingsgate land in public ownership and transform the site into a bustling Community Commons in partnership with Host Nations and the OneCity Park Board and Council teams to create:
- A New Public School – We will build a badly-needed new school with a vertical flex space for the growing neighbourhood.
- [...]Complete Services – Co-locate a complete set of public services so Kingsgate can be a community hub for a new community centre, licensed public, non-profit and Indigenous childcare, including before- and after-school care. "

We’ll make sure the Park Board keeps the revenue it earns, instead of losing it to the general city coffers and we’ll launch a low-cost, low-risk gift shop program in some parks that give Vancouverites a way to support the parks they love without a single fee going up."

Cultural Spaces & Venues
OneCity promises

— OneCity's Good Business Starts at Home Plan, 2026-08-12
"Arts and Culture Everywhere – Opening a small cultural venue or community space can take years, even when your community would be better off with it open right now. We want to save you from the seemingly endless permit queue and give you a path to approval that takes mere weeks or months."
— OneCity's Local Economy Action Plan, Retrieved 2026-10-02
"Vancouver currently has no real regulatory category for the small, ongoing venues where much of the city's grassroots culture happens — artist-run dance floors, drag venues, comedy joints, and rehearsal spaces that don't fit neatly into rules built for bars, expensive nightclubs, or big theatres. The result is a "missing middle" for how the City licenses the venues that make Vancouver fun. Too many venues are forced to operate extra-legally, or shut down entirely, disproportionately impacting younger, queer, racialized, and working-class artists least able to afford hefty fines or gain access to established venues.
The Legal Pathway for DIY Arts and Culture Venues will create a new small cultural venue licence category with risk-based safety requirements, a compliance-first approach that helps operators collaboratively fix problems instead of being forced to shut down, a dedicated Venue Navigator who will guide small operators through fire, building, and zoning requirements, and a code-compliance grant stream to fund the critical fire and building safety standards that working-class artists can't afford on their own."
— OneCity's Vancouver Backstage Pass Plan, 2026-09-03
"Vancouver has already set a target of 800,000 square feet of new or protected affordable cultural space over ten years. However, rising rents, short leases, and redevelopment pressure continues to push out artist studios, rehearsal rooms, and galleries, hitting Indigenous, racialized, queer and trans, disabled, and youth-led cultural organizations hardest.
The Cultural Space Security Program will create an annual cultural space inventory to track what's being lost, a no-net-loss test requiring replacement or relocation support when redevelopment displaces cultural space, expanded grants for accessibility and safety upgrades, and a requirement that major rezonings and public land projects actively consider cultural production space."

Toronto, Calgary, and Edmonton have all already moved to independent, arms-length arts councils to solve exactly this problem.
OneCity will create a Vancouver Arts and Culture Council — an independent, sector-led agency governed by a board with arts, culture, equity, and Indigenous expertise, responsible for adjudicating civic arts grants through peer assessment. Council will continue to set the overall funding envelope and policy direction, but individual grant decisions will be made by the sector, not by politicians. OneCity promise
"OneCity's values are simple: safety, equity, and opportunity for everyone. In 2024, our party spoke publicly about the attacks in Israel and the war in Gaza. As candidates, we think Vancouverites deserve to know where we stand now.
Candidates in this election have been asked to sign the Vote Palestine pledge. It has four parts, and we want to answer each of them plainly.
1. Condemn the genocide
We do. OneCity's candidates and campaign team unequivocally and unanimously condemn the genocide in Gaza, as we condemn the genocides everywhere, including in the Darfur region of Sudan and against the Rohingya in Myanmar. We condemn the regimes that carry them out, and we commit to consistent, vocal solidarity with people living under oppression.
2. Sign the Apartheid-Free Communities pledge
This pledge, convened by an American non-profit, asks signatories to commit to three things encompassed in an ‘apartheid-free community’: freedom, justice, and equality for Palestinians and all people; opposition to racism, bigotry, discrimination, and oppression; and working to end all support for Israel's apartheid regime, settler colonialism, and military occupation.
When we sat down together to talk it through, the first two came easily. They are already our values. The third is where we stopped.
We stopped for two reasons. First, we want to act within the limits of our authority. Second, we heard from people in this city who told us this language would make them feel targeted rather than heard. We take that seriously.
To this end, we recognize there is a role the city can play in where it puts its procurement dollars, as we have set out below. It is an honest statement of what a municipal government can do, and a commitment to the safety of everyone who calls Vancouver home.
3. Cut ties with Israeli institutions
OneCity has already committed to procurement policies that put local and ethical purchasing first. In practice, that means we must ensure, to the extent possible, city dollars will not flow to regimes states complicit in genocide, either in Israel or anywhere in the world.
We will work with City staff to see that contracts are awarded to local businesses or Canadian companies. Where we have room to act, we will.
4. Recognize the Arab Canadian Lawyers Association's framework on anti-Palestinian racism
Anti-Palestinian racism is real. The silencing of people who speak out against the genocide is a growing problem around the world, and it is happening here. We will defend the right of Vancouverites to protest, and we will never silence advocacy for rights, freedoms, and justice, at home or abroad.
We condemn racism in all forms, including anti-Palestinian racism. We reiterate our alarm and outrage at the surge of anti-Palestinian, anti-Semitic and Islamophobic hate and stand in solidarity with all of those affected. Every Vancouverite, regardless of race, religion, gender, age, ability, sexual orientation, or place of origin, deserves to have their rights protected and to feel safe and included within their community.
Our job, if we are elected, is to make every person in this city feel safe and welcome. We are not confident that adopting an external framework gets us there. We would rather do that work here, in Vancouver, with Palestinian, Arab, Muslim, and Jewish Vancouverites all at the table to establish policies to combat anti-Palestinian, anti-Semitic and Islamophobic racism.
We share these commitments as a team, and most of them line up with the Vote Palestine pledge. Where we differ, we have tried to say why. We also acknowledge the people who disagree with us, and the limits of what a city can control. Our goal is to build a Vancouver where everyone is welcome and feels safe."

OneCity promise
"We will also create a Vancouver Shelter Standard for all city-funded shelters so they are safe and welcoming."
— OneCity's Housing for All Plan, 2026-09-24
"Create Safe Shelter Options – OneCity will create a Vancouver Shelter Standard to encourage new and existing shelters to meet the cultural and community needs of Indigenous, Two Spirit, and gender diverse people who too often don’t feel safe in shelters or on the street."

Budgeting

— OneCity's A Plan to Fix the Budget & Make Your Vote Matter, 2026-09-29
"A Readable Budget – We’re going to communicate the City’s budget in plain language and line by line accountability, so Vancouverites know what they’re getting from their government."
— OneCity's A Plan to Fix the Budget & Make Your Vote Matter, 2026-09-29
"Balancing Revenues – We’ll explore a progressive property tax in Vancouver, so the wealthiest land owners who can afford it, contribute more."
— OneCity's A Plan to Fix the Budget & Make Your Vote Matter, 2026-09-29
"Cracking Down on Tax Dodgers – We’re going to end the tax write-offs for owners with building permits who don’t build badly needed housing and infrastructure."
— OneCity's A Plan to Fix the Budget & Make Your Vote Matter, 2026-09-29
"Fighting Austerity – Protect the services that keep our city running through fair property annual tax rates that make it possible to build new critical infrastructure like pipes, parks, and pools."
— OneCity's A Plan to Fix the Budget & Make Your Vote Matter, 2026-09-29
"Fair Contracts for Community Good – We'll ensure City contracts reward fair wages, responsible contractors, apprenticeships, safety, and local jobs – not just the lowest upfront price."
— OneCity's Local Economy Action Plan, Retrieved 2026-10-02
"Buy Vancouver, Build Resilience – In a time of economic uncertainty and trade disruption, Vancouver needs to build resiliency, and resiliency starts at home. OneCity will establish a three year procurement pilot - Buy Vancouver - which will ensure that City tax dollars prioritize buying goods and services in Vancouver, and supporting business and good jobs across British Columbia and Canada. Buy Vancouver will drive local business growth, and build resiliency by integrating the Canadian supply chain and redirecting away from dependence on foreign multinationals."
— Onecity's Local Economy Action Plan, 2026-08-17
"Buy Vancouver First – We'll establish a procurement pilot which will ensure that City tax dollars prioritize supporting Vancouver businesses first, and Canadian businesses next."
— OneCity's Local Economy Action Plan, Retrieved 2026-10-02
Public Engagement
OneCity promises
"Office of Direct Community Engagement – OneCity will create a new Office of Direct Community Engagement that deploys city staff directly into communities for policy, planning, and resourcing decisions. This means neighbours will be part of the discussion from the start, so that everyone is brought along."
— OneCity's A Plan to Fix the Budget & Make Your Vote Matter, Retrieved 2026-10-03
"City Hall on Wheels – We will launch a pilot for mobile 3-1-1 Service Vans meant to bridge the gap between City Hall and folks who for too long have been disconnected from basic city services."
— OneCity's A Plan to Fix the Budget & Make Your Vote Matter, Retrieved 2026-10-03
Public Services
After-School Programs
OneCity promise
Waste Removal
OneCity promise
"Clean Streets, restoring reliable public garbage bins, expanding recycling beyond downtown, and publishing a public bin map"
— OneCity's Progressive Public Safety Plan, 2026-09-25
"Less Trash – OneCity will deliver reliable public garbage access, expand public recycling beyond downtown, and set a clear service standard so that you can easily dispose of trash and enjoy clean, accessible spaces citywide."
— OneCity's Safe Streets & Public Spaces for All Plan, Retrieved 2026-10-02
Water & Sewage
OneCity promises
"Introducing water meters – We can’t manage what we can’t measure. Meters will tell us what areas need more infrastructure and what users are using more than others."
— OneCity's Make Waterhogs Pay Plan, 2026-08-28
"Introducing the Vancouver Special Guarantee – For a typical home, on a typical lot, after this policy is enacted, you’ll pay less."
— OneCity's Make Waterhogs Pay Plan, 2026-08-28
"Invest in water system upgrades – Introducing a fair, progressive water metering system will help us invest in the next generation of water infrastructure, saving us all money over time."
— OneCity's Make Waterhogs Pay Plan, 2026-08-28
"Repairing Pipes & Potholes Before They Break – Save money by fixing and replacing old critical infrastructure early through preventative maintenance and transparent timelines so we borrow money cheaper and spend less down the road."

Biography
I am a former Park Board commissioner, 20 plus year post-secondary lecturer, and lifelong cyclist who champions safer streets, expanded transit access, and parks that serve everyone. Now I'm running to bring that experience back to the board at a time when Vancouver's parks need a strong, independent voice that will protect the Park Board and make it resilient.
Reason for running
To maintain and increase access to all Vancouver residents to Park Board spaces, to plan for and adapt our city's parks and community centres to climate change, and to ensure that the Park Board jurisdiction is protected and that parks are fully funded, including swimming pools, sports fields and community centres.
