Biography

submitted by the candidate or their team
Bill Mok is a Richmond parent, Anglican priest, and former software engineer. A former English language learner and founder of 360 Community, he brings experience in education, mental health, and community service to his candidacy for Richmond School Trustee.

Bill Mok is a Richmond parent, Anglican priest, former software engineer, and candidate for Richmond School Trustee with the Richmond Education Party. His commitment to public education is shaped by his experience as an immigrant, an English language learner, a father, and a pastor serving people across the community. His guiding principle is simple: leadership begins with listening.

Originally from Guangzhou, China, Bill moved to the Lower Mainland and attended high school in Vancouver as an English language learner. He understands the challenges of learning a new language, adjusting to an unfamiliar culture, and finding the confidence to participate. That experience continues to shape his concern for students who need support to find their voice and develop their abilities.

Bill earned a Bachelor of Engineering in Electrical Engineering from McMaster University and worked as a software engineer before entering ministry. His engineering background taught him to examine complex problems, consider evidence, and work toward practical solutions. He later earned a Master of Divinity, with studies in spiritual formation, holistic education, counseling, and family and youth. Together, these experiences inform his approach to leadership: thoughtful problem-solving grounded in care for people.

In 2020, Bill and his family returned to Richmond to support his aging parents. As a father of a second-year University of British Columbia student and a Grade 5 student in Richmond, he brings a personal understanding of the different stages of a child’s education. His experience serving on a Parent Advisory Council has also strengthened his appreciation for the partnership between families and schools.

In 2023, Bill founded 360 Community, a space focused on mental health, family life, and belonging. Through conversations and community activities, he brings people together across different backgrounds and perspectives. Since 2025, he has also served as a priest at St. Alban’s Anglican Church in Richmond, providing pastoral care and supporting the parish’s wider community service.

Bill’s involvement in Richmond extends across education, health, and social inclusion. His work has included collaboration with Vancouver Coastal Health, Richmond Addiction Services Society, Pathways Clubhouse Society, and the BC Schizophrenia Society, as well as partnerships with the Richmond Public Library. He is involved with the Richmond Poverty Reduction Coalition, the Richmond Multicultural Community Services Anti-Racism Committee, and the Richmond Local Immigration Partnership through S.U.C.C.E.S.S.

He has also participated in the Coldest Night of the Year, supporting Chimo Community Services and the Richmond Food Bank, and in the Covenant House Sleep Out in support of vulnerable youth. These experiences have deepened his understanding of how family circumstances, mental health, poverty, and a sense of belonging can affect a young person’s opportunities.

Bill is running for Richmond School Trustee because he wants every student to have the language support, mental health resources, and strong academic foundations they need to pursue their future. He believes effective leadership requires listening carefully to students, parents, educators, and the wider community, then turning that understanding into thoughtful decisions.

As a Richmond Education Party candidate, Bill brings his own experience and independent judgment alongside a commitment to working collaboratively. He hopes to serve Richmond’s schools with integrity, compassion, and a clear focus on helping every student thrive.

Reason for running

I’m running for Richmond School Trustee because every student deserves the support to thrive. As a parent and former English language learner, I want strong schools where students feel safe, families are heard, and every child has a chance to succeed.
