Barry studied at Memorial University for three years before graduating with a diploma in Business Management and Accounting from the College of the North Atlantic. He has dedicated 20 years to serving as a Mental Health Counselor and has participated in various boards, including the Newfoundland and Labrador Association of Social Workers and the Municipal Appeals Board. Additionally, Barry has held the positions of President and Chief Shop Steward of Local 6234.

Barry was first elected in 2015 and was re-elected in 2019 and 2021. He currently holds the positions of Opposition House leader and Shadow Minister for Health and Infrastructure. A lifelong resident of Conception Bay South, Barry and his wife, Rhonda, have two daughters and a grandson.
